Its not just builds of windows, Even windows ordinary updates can get delayed I notice even on windows 7. I have no idea what logic is used, but it may well be that they limit traffic to the servers

Maybe its not able to run the new version on the language he uses as default as yet. Might be worth seeing if a UK English one would be more current.

I don't really understand what this has to do with UEFI (which I believe is a
replacement for BIOS in older computers).

Would sharp keys do you any good? You can remap any key on the keyboard to do what ever ou want it to do. I really love that little app.
