This is not a function of exactly but of the Windows explorer application. If you have a NVDA icon on your desktop and that icon has a shortcut key associated with it than the alt-control-N will

When reporting problems, making statements of fact based on guesses isn't a good idea. You could explain why you say you think it's Chinese but unless you know that no other supported languages use

What keys were you using to read the bulleted list? Read all, extended arrow or numeric keypad arrows. (or perhaps (i) for going to the next list item.

NVDA reads all English in English and reads all Chinese in Chinese. The Chinese writing appears only in the NVDA which prevents me from understanding the words for me to change the settings

Are you hearing Chinese or do you see Chinese like characters in a window you associate with NVDA?
What OS Version are you running?

The issue is that ALL the writing exclusively in the menus of NVDA are in this foreign language. NVDA reads all the English on my computer in English but the menus of NVDA cannot be read, at least not

justt fine. i've just upgraded to the latest version out yesterday.

Well its worth noting that on my win7 system you don't seem to get it at all.
In win10 2017.9 you do, I assume that its os spaciffic or something anyway 2018.1.1 is only needed on win10.

The latest realtech drivers are on windows update, you can try the official broken 2.82 drivers from realtech's site, ms will not install over the top of official drivers.
You can try other versions
