I indeed noticed the same thing in 1803. The NVDA start-up sound already sounds before I have logged in and then the Ease of access center opens.

A VPN is neither here nor there - if you're using NVDA Remote to control
another machine, however you manage to connect to it, you need NVDA on both.
You need NVDA at your end to be able to do

I believe I read that sets is off by default but I'm not sure. If not, you can turn them off. Here is an article that describes how.

Trying to continiously read like in Jaws but skipping over stuff
Using NVDA's latest, you know how with Jaws, you can while reading continuously, use the left and right Shift keys to skip over stuff? IN NVDA I checked the option within "Keyboard options" that says

It sounds like you have both narrator and nvda to start on the login screen, check settings in both narrator and nvda
As for the other stuff you can change them in settings > personalization >
