The WinPe DVD discussed once on this list comes with a utility for this.

You can get hold of an old smart phone for next to nothing, and just not use it as a phone.
Apps like the money reader and color identifiers are often free apps.
They also have free GPS

I'm using something called Akelpad, which seems to be a very nice and stable program, but I've no idea if it does what is required, I like its lack of crashing and that it alerts you to different
