Try firefox and see if thatworks. Also try reinstalling nvda if you can. It seems like sometign somewhare is broken. I don't use edge for this reason. Firefox and chrome just tend to work better.

As long as you press enter on the link (and not the bullet beside it),
you should be moved to that section. That doesn't work in Edge.
Switch to another browser and you should be fine.

I'm not sure what is causing the problem. Which browser are you using? It sounds, from what you describe, that the browser is moving to where it should be but the NVDA browse mode buffer isn't
