The ADA says things should be accessible. I don't know if inconvenience ever rises to a level of a violation of accessibility laws, but it often doesn't. I would suggest, when problems of formatting

I am not sure the Control+alt+Arrows work in this situation. My understanding is that this is not a table but a formatting option to make the document look like columns such as in a newspaper.
