The language pack for Windows does the language but does not have a text to speech voice. I just checked for that.
he did also mention that the HAL screen reader had a synth in it for there

I am using NVDA 2019.1 in Windows 10 with Office 2016. The column reading command is working perfectly here as you describe it doing for you originally.

make sure you are in browse mode you can use the nvda key + space bar to do this. Depending how you have it set you will either either hear like a key been typed this means you are in focus

Did you check the task manager to see if another instance of Word was still opened? After the crash, there may have been an instance opened that was causing the problem.
