It's a combination of user expectations, what document writers wrote, and specifications. In case of "figure/out of figure", it's more towards ARIA specs, how web authors wrote their sites

Another thing, on the asus page I linked to after chosing the uar model, there is a bios update and utilities to do this, this is recent and will effect all hardware, it may or may not fix

I can confirm that these are seen as links when using latest JFW both with Firefox and MSEdge. I therefore don't believe this to be an NVDA issue.

I haven't asked The Times. I thought it was a problem with NVDA since mhy old version recognizes them as headings. I haven't used JAWS to any extent for years but it might be useful for someone
