So, if I'm understanding correctly, successive uses of the Q command when viewing HTML (which is the type of e-mail presented with block quotes) this will take you to the start of the next block quote

It's called a block quote. Most screen readers have a hot key for it, usually the letter q.
In NVDA, press comma, and it jumps out of the container--in this case, a block quote.

No need to send the log to me as the issue was resolved.
As for JAWS 16, to digress a bit, I recommend not using that anymore as JAWS 16 is no longer supported by Vispero in an active basis.

I use Thunderbird, and it turns quotes into block quotes.
I can hit , to skip to the end of them. There used to be a setting to
turn it off and leave the >, but it doesn't seem to work anymore.

Hi. While Espeak does ship with NVDA the default synthesizer is Windows Onecore from Microsoft. Are you actually using the Espeak voices or the Onecore voices?

When the caps lock key is activated here, I gget a message saying caps lock on. I get a message saying caps lock off when I turn it off. I'm not sure why you aren't hearing a message. Also, NVDA

accidently hitting the caps lock key twice will enable caps lock
but you could try the setting: under settings > ease of access > keyboard > Ignore brief or repeated keystrokes and change

Janet, go to your keyboard settings in NVDA (NVDA + control + k), & tab to:
"Beep if typing lowercase letters when caps lock is on"
Make certain that box is checked, & press ok. At that point,
