Gene is correct, you use the shift key as a pause toggle when using the Say All command. Pressing the control key stops the Say All command and it appears to leave the cursor at the point that

That would be true, as I never installed it manually as a standalone thing. But it was not activated on my system by default. Lukasz gave the steps for doing that in Ease of Access previously.
