That isn't correct. At least it isn't correct in the versions of Windows I've used. While you can go into review mode and do this, in this case, it isn't necessary. Staying in object review works

Gene's solution is what I was going to suggest, except that as described it probably won't work.

If you are using the desktop, the easiest way is the following:
When the properties dialog opens, issue the command shift numpad 7 to move to the top of the screen.
Move down by line with numpad 9.

You can use object navigation to move through the objects in that dialog. As many of the items are read only and cannot get normal keyboard focus, you can't tab or arrow to them.
Press NVDA+numpad 4

In brave or edge you can just arrow down until you hear "fit to page' or "fit to width." I don't knwo exactly where it is on theepage, but it should show upwhen you open a pdf in either of those two

Yes, Narrator does automatically read messages, if you turn on the Make Outlook More Efficient tick box. If it is off, it behaves like NVDA.

That might not always be the case. I’ve had it say that, and in some cases all I have to do is click “fit to page” and the text appears. Try that first.

I agree with Gene. The most likely problem is that this PDF so happens to be an image-scanned PDF without any text layer associated with it. They are out there by the millions, particularly for

use alt+capslock. ctrl+capslock for hiragana. That's how it works for

Yes, if you do as I wrote, only this part of the table will be selected in your case only three cells in the column.
