I think its that people tend not to use the pro version of Adobe to create their PDFs, so many are made using third party tools or simply something that creates pdfs from a printer stream that 'looks'

This did work, though it seems odd that NVDA won't see that button in
browse mode. Gene, your link showed as visited in my browser, which
means that when I open my history to access the basic HTML
