Hmmm, I just tried on my laptop just now and the emoji pannel seems to work just fine, though on my laptop Windows App Essentials is running and I did not turn on any of the developer/advance

Yes I get similar problems using an hdmi cable to the tv, where it tries to play all sound to and in from the tv. I did try the over rides etc, but often after an update it all goes wrong again. In

In addition to usual version info, can you tell me if this happens with or without Windows App Essentials add-on installed? If Windows App Essentials is not running, it might be due to UIA event
