It is a bit confusing - but basically because we had a point release to fix an issue which we wanted to get out for stable users before waiting for the final 2022.3, we put it out as a "point release"

Hmmm, I just tried on my laptop just now and the emoji pannel seems to work just fine, though on my laptop Windows App Essentials is running and I did not turn on any of the developer/advance
