i dont like fast speed, cant understand and dont want to use to it.
i use just normal speed, for example: in espeak, the best rate for me
is 30 which is the default.

I don't think it’s a good idea to have the voice be painfully slow, as accomodating new users might be for more experienced users. I would suggest doing what I do in tutorials. I have the speech

Yes this is the thing. It seems as if the system gets buffered up to its nostrils in files to delete rename or whatever and it simply refuses to do them unless you reboot windows. It affects windows 7

Are you still on xp?
I'm assuming you have an older version of nvda on the system then.
it might be anything at all. Anti virus or even that the file is damaged.

I think you need to look at the errors its giving on the updates. If you look at the details for the updates you normally have some way to see the ones that failed and see the reason. it usually has

One of the nice things about using something like the MS voices is that you don't have to slow them down as much, even for new folks, because they sound a lot closer to human than do voices like

If during the update that is just sitting there bleeping you do an alt tab, is there a hidden error. Might need you to boot in narrator to read it if nvda is suspended at that
