To get NVDA to speak on the log-in screen, you need to have a user account with administrator priviliges then open the the NVDA menu with NVDA+n, press p for preferences, then g for General. Tab down

This is not an MVDA problem. The Administrator Account is limited on 10. Just create a Microsoft Account set it to administrator, or a local account with admin priviledges.
