That claim was never made. All versions of Outlook from 2016 forward come from the same common code base, and are substantially similar, all the way through 365. Note that "substantially similar"

for outlook, that way the UAI changes only apply to outlook.

NVDA is pretty inefficient with Outlook I would say.
Just load Narrator, check the box in settings that says Make The Narrator More Efficient in outlook and be happy.
