The reason I won’t try that is because up until about a month ago, I was not running any add-ons, and this problem has been going on for quite a while.

There is an issue for it: https://github.com/nvaccess/nvda/issues/4442 Initially reported quite a while ago, but no implementatin yet.

I'm not on GitHub right now, but I like that idea. Maybe search there and if something like that is not on there submit an issue, or, talk to an add on developer, or develop the addon if you can code.

The other thing to try is if you press NVDA+Q then down arrow to "Restart with add-ons disabled", see if that makes a difference.

I think there might be several issues at play here:
1) The original question was around adding notes to cells. This works if you use the shortcut but not if you do it via the context menu -
