You need to copy those files to this path and then restart NVDA.

C:\Program Files (x86)\NVDA\synthDrivers\espeak-ng-data\voices\!v

Hello.
After uninstalling NVDA with the standard Windows uninstallation stepps, bring up the run dialogue with Windows R and type appdata.
Find the Roaming folder, look for the folder called NVDA, then delete it. Whenever you go to install NVDA again, it will be just like any new copy.

It should, but what problem are you having?  Often, when people ask how to do something, what they want to do isn't a good solution or an efficient one.  I believe people should generally explain what they actually want to accomplish such as what problem they want to solve when they ask how to do something because I've seen this so many times.  People give the help the user wants, then later, in further discussion, it comes out that the actual problem is much better or more likely to be solved in a different way.

If you look at the voice to be used in NVDA settings, what is it?  If NVDA can't find a voice that it is supposed to use, it will switch to the default voice.  However, it may be looking for the Tom voice every time you run it.  I've tried demos of different voices and I've never been asked to do anything if I switch the voice NVDA is set to use.  You may need to do that to.  Do you know how to use the select synthesizer dialog to change the voice NVDA uses when it runs?

Another instance of a setting being lost on upgrade; was, Oops!

I found a setting that was lost when I upgraded.  It was the seting worded Automatic focus mode for focus changes, in Browse Mode settings.
I had this setting unchecked.  The default is checked.  After upgrading, the setting was checked. 

I don't recall having settings change after upgrading in my case before.  This occurrence in a setting that may not have been discussed before, raises the question as to whether the bug affects specific settings or is random and can cause any setting to be lost.

Yes, for sure.

Do note though that installing a couple of thigns this way did change minor things that I didn’t want changed, like some of my file type default programmes, and of course there was no prompt. It’s not a big deal but I suppose other unwanted setting changes are also possible occasionally.

Yesterday night, I activated the button and a download began just as when I do something that initiates a download elsewhere.  I didn't finish downloading the program.  I was on the correct page and I started the download.  I wanted to see if and how it could be done.  I didn't intend to use the program.

I just tested the page with Firefox and Brave.  With Firefox, if you go into focus mode and tab, you will hear nothing that is on the page.  In Brave, you will hear things and hear the download now button when you get to it. 

I'm going into this because this site forcefully demonstrates two important things to do and know:
If you can't find something you think should be on a page such as a button or link, try focus mode.  I'm not talking about things like unlabeled links.  I'm talking about a situation like on this site, where you expect a download link or button and you don't find one.

The other thing is to try more than one browser and, in particular, if you are trying a Chrome-based browser, try a nonChrome one or visa versa.

Yeah, I probably did. That site just has “see link” for everything. They have no clear labels and one took me to a German site. Woops? I got back to English somehow. But that site is a bit of a mess to work with so, winget for the win.
