I havn't looked and if they are old they may not work but I have traced round for things like winlame and to be honest what I thought was dead did have an update and is still about.

Failing this the windows update readyness tool.
there is sfc/scannow as well as the dism/online/cleanupimage/restorehealth.

I don't know about on windows, but linux can still use the mbrola voices, you can use them with the festival speech synthesizer (and there's also the flite synth for linux too). Surprising
