I am trying to assign shortcut keys to icons on the desktop, but it
won't go through as I am told I have no administrative privileges.

Several factors come to my mind: firewall settings (might be), server-side issue from NV access (more likely), deployment issues somewhere in the middle (possibly) and what not.

Indeed, I believe there is a problem so that win7 users are not able to update over the help menu in the update section.
However you can do the upgrade from the nvaccess website and do it manually.
As I write now I am a win7 sp1 user with all update and working fine with nvda 2018.2.
But I do not understand why people here are spreading rumors that 2017.4 was the last version for win7 users.
The only thing I admit is that somewhere NVACCESS had a problem including the upgrade into the help menu i.e. that is the case for my system but please do the upgrade manually and the update process is just working fine then.
I am very satisfied with the hard work for this new version.

Just a heads up for Windows 7 users: it is necessary to go to the website to download the latest version of NVDA as searching for updates within NVDA itself still says that there are no updates available. As it is now 10 hours since Quentin's announcement, his second mention of it actually on the list, both at 12:15 AM, Pacific Standard time, I feel it safe to mention that the normal method for checking for updates within the NVDA program itself is flawed for now, perhaps to be fixed later on down the line. Thanks.
