While setting up NVDA on my desktop, a strange thing happened. At the
log in screen everything is in english. However, when the program
loads, it comes up speaking in Vietnamese. How do you change the
settting back to english.

The fastest and easiest way to see what is available is to do a Google search for NVDA and the name of the add-on. I did a search for NVDA Gold Wave Add-on and found this page as the first result:

I can’t explain what the problem is.
