The direct download link, which is on that page, is:  https://www.nvaccess.org/download?nvdaVersion=2017.2rc1 

NVAccess should make these pages easier to find.  I had to use a web search engine to get to it.  The downloads page has nada with regard to the next release candidate and it's quite conventional to have sections for the latest stable build along with any release candidates and/or betas you'd like people to test, or at least a direct link to where these are located.

I went to the web site in the help menu and I downloaded nvda 2017.2 just fine with no problems. So far it's working just fine no problems at all.

all I found was a link to download the rc1 and it gave the main highlights of the new version I didn't see the actual change log, perhaps I am missing it?

Maybe there is some sort of Internet problem which results in some people being able to get the file and some people not.  I can get it following the shortened link.  The actual link isn't a long link and people shouldn't have problems with it either but since some people have reported problems with both, it raises the suspicion that the Internet connecting users in some areas to the download may not be functioning properly now.

For those transitioning from JAWS and/or Window-Eyes to NVDA, you’ll find that NVDA does not include a dialog to show you list om system tray icons. Fortunately, the feature is just an add-on away:

quick update on Orbit Reader 20. I will touch base on the issues of price,
availability, distribution, warranty and carrying cases.

APH has established a $449.00 retail price for the US customers. CNIB¹s
retail price for the Canadian market is 499.00 Canadian dollars. Orbit
Reader 20 comes with a charger, cable and a SD card. Each member of the
Transforming Braille Group Consortium, a funding and product-distributing
partner of the Orbit Research LLC., will establish its own
country-specific retail price for the Orbit Reader 20. Orbit Research is
ramping up the production and the device will be available soon once the
minimum inventory requirement is reached. We are currently in a process of
setting up additional distribution channels throughout the world to ensure
that the world blind community will have access to the Orbit Reader 20.
The device has a one-year comprehensive manufacturer warranty. Additional
warranty could be purchased. I will provide price details a bit later. A
synthetic padded carrying case is available currently and the leather one
