bug: when unchecking the keys not to use as modifiers, they become rechecked upon restarting nvda.

CJ, what version of Windows are you using? Because this is now no longer an NVDA problem, but a Windows 1. If you're using Windows 10, go to settings (windows key i), then apps, then default apps. Try
