This doesn't work, if you have the desktop shortcut key for NVDA set as the default. You would need to change or remove it. Try that and report what's happening.

This sounds like the user is still in focus mode when he invoked the command. Note that focus mode can be on even if you are outside of an edit box. In fact, the standard gmail site defaults to focus
