Ctrl+Alt+N in Google Docs
I think in theory it might be possible to write an add-on that sends Control+ALt+N keystroke directly to the browser window bypassing Windows. NVDA+F2 is not using this way though as others explained.

Try BrowserNav add-on. One of the features is BrowserMarks - you can specify any text, in particular, the text of the button you're interested in. Then you can jump to that button by pressing J or Shi

I think NVDA+Tab reports focused element. Most headings are not focusable. Therefore it would report last focusable element on the web page that you visited with your cursor.

NVDA indentation reporting, can it ignore blank lines?
I would love to have this feature too. I checked NVDA sources a while ago, and I didn't see this feature implemented. I might implement this as a hack in one of my add-ons some day.

Regarding reading webpages I can recommend my TextNav add-on. You can press Alt+Shift+DownArrow to find the text where you can start reading - it works well on most webpages. HTH
