reporting of element with nvda + tab key
I think NVDA+Tab reports focused element. Most headings are not focusable. Therefore it would report last focusable element on the web page that you visited with your cursor.

Try BrowserNav add-on. One of the features is BrowserMarks - you can specify any text, in particular, the text of the button you're interested in. Then you can jump to that button by pressing J or Shi

Ctrl+Alt+N in Google Docs
I think in theory it might be possible to write an add-on that sends Control+ALt+N keystroke directly to the browser window bypassing Windows. NVDA+F2 is not using this way though as others explained.

1. If you are using it on windows, you do need to specify path to less. On most Linux installations less should be already on your path, as well as in Cygwin. That is mentioned in my documentation. 2.
