You will have to go into settings > time and language > speech > add voices Then from the list select which voices you want and hit ok , they will then be downloaded and show up in the list of install

strange reverting issue on a restart
No idea why, but if you use the save configuration option in nvda menu it should then save the settings as you want them to be before exiting nvda
