Not able to read pdf file

I'm Fahim from Dhaka, Bangladesh. I habe a pdf file. But, I'm not able to read it. I used abby fine reader and open book. But, failed to read it. Screen readers reads as there are lots of simbles. How to read it!

So this is one of those picture pdf files is it? I always find most of those are rubbish as they are often poorly scanned.

I would personally give people who make them this way if the original file of text exists a damn good talking to, but often they are of very old manuals, and you are stuffed. OCR is not a precise art even in English, so how it copes with other languages is maybe not good at all. If it is current info though, appealing to the authors for a proper text file is nearly always the best way forward. This could also be an issue of wrong OCR language. What is the language of the document? If it's Bangla or Urdu, you would need to set the OCR language to either of these. English is the default language of Abby fine reader.
