say all isn't working

First off first post to the group so hello.
I am on a Surface Book laptop and my Say all isn’t working. For example if I am in Firefox and hit say all it will read me a paragraph or so or a page or 2 if I am in Kindle then it stops. When I hit the say all command again it starts again from where it started previously and reads the same amount.
I have the latest version of NVDA, my keyboard is set to laptop, and the system has been restarted multiple times. I have even tried each of the different review modes with 0 success. What am I missing?

Are you using CapsLock+A or CapsLock+downArrow?

Capslock + A is what I normally use but I have tried both. Down arrow just reads the next line and a does what I explained before.

What synthesizer are you using? It sounds to
me like some sort of tracking problem and the first thing I test is what happens
with a different synthesizer. I vaguely seem to recall that a certain
synthesizer doesn't work properly with say all.

I'm surprised this has not been fixed yet. It had as I recall got something to do with the way the data is sent to the synth and when it thinks its finished.
