Making a Speech Profile with Two Different SAPI 5 Settings?

Hello,
I have my main synth as an SAPI voice and I have another SAPI voice that I use for showing sighted users what's going on with NVDA.
One is rate 75, and the other is rate 40.
How do I make 2 different speech profiles with the SAPI 5 speech engine?
When I try to do it, the voice is the same from one profile to the next. I can make a profile with 2 different speech engines, but not 2 with SAPI 5.
This is NVDA 2019.3.
