The answer to that question, regardless of screen reader, is, "Yes, but it is not as reliably accessible as Microsoft Office."

The folks at LibreOffice seem to be serious about improving accessibility where it's lacking, and there has been a recent flurry of messages on their accessibility mailing list from developers.

I tend to only use Writer, but its stubborn tendency to stop reading on say all when it encounters blank lines is very irritating.
