I just double checked, and I'm not even sure where scroll lock is on my keyboard, I'll have to look at that. What I did discover though is that in Firefox, I can use numpad 8 to move up arrow, but not numpad 2 to move down.

Have you restarted the PC since updating? That's the first thing to try - we often see strange things like this which resolve themselves after the computer is restarted.

You haven't accidentally hit "Scroll lock" have you? With scroll lock enabled, when you press the arrow keys, the document scrolls visually, however the caret or focus does not move. It's a bit like the review cursor for sighted people :)
If that's what you've got going on - press scroll lock again to disable it.
