You haven't accidentally hit "Scroll lock" have you? With scroll lock
enabled, when you press the arrow keys, the document scrolls visually,
however the caret or focus does not move. It's a bit like the review
cursor for sighted people :)

If that's what you've got going on - press scroll lock again to disable it.
