The only thing on that page that you're intended to interact with, really, is the Sign-In button, at least if you already have an Apple account.  The rest is just information about what an Apple ID/Account is.

Hey Brian V--when you first go to the page, NVDA says "application".
Robert's right that you can't do anything there. I usually hit either
tab or the spacebar, but you're still stuck in a forms mode type
situation. NVDA + spacebar or escape gets you out of that & allows
arrow keys to work as expected. I don't know precisely what this
"application" is when the page comes up--I often see this same thing
in some video players, though that doesn't seem to be the case here.
I'm just curious how this behaves for a sighted user. It is a bit
weird, but by no means insurmountable. & this is w/both Firefox &
Chrome, Windows 10.

First, this is a case where "how this works if you're sighted" is pretty much entirely disjoint from what's going on for a screen reader user.  The "Sign In" button on that page is large and pretty much one of the first things you see if you scroll just a slight bit.  When "we, the sighted" see that we'd just click it.  We have no reason to know or care what's going on under the hood.  Visual cuing is a very powerful tool in a visual medium, and webpages, though they contain plenty of text, are definitely very often designed with visual cuing as a core part of it.

When I go to the noted page, if I try down arrowing all I get is a message along the lines of "waiting for www.apple.com" (I thought I'd copied out what I got from speech viewer, but didn't, and am too lazy at the moment to go back).  When I then hit tab I heard "application" and I think on the next tab I landed on the sign in button.

I very seldom try to arrow around a page.  I tab on many that I know (or even suspect of being a form of some kind), use NVDA find, or use the elements list, pretty much in that order.

I can and will do anything specific you'd like me to do as far as getting information you'd like to have, I'm just not quite certain what that is, either in the "doing" part or information part.

What people say is very often a product of the era in which they were alive.  And the "crazy old lady" and "crazy old man" tropes are both way, way older than I am.  O'Malley lived from 1858 to 1932, and social conventions and writing conventions were quite different then.  I'd fully expect that someone of that era would have used male pronouns only when referring to humankind (once, mankind, which always meant all of humanity).  One of the dangers I see today is that there is an insistance of reading certain historical texts as though they were written with the writing conventions of today, which they were not.  Knowing the conventions of the milieu when a piece of literature originated is often vital to actually understanding what the author was trying to say.

I am using chrome and this happened in both windows 10 and 11. I have not tried it in firefox yet and edge just gives me a headache.

I'd complain to Apple in this case.  The entire reason for a separate page with another button to push as part of the login process eludes me.

Yes Edge. I don't think it really is an application the fact that only tab and select work is intended. You can brows the shop and all of that, but at some point you get thrown back to the Apple ID page and if you don't have one you can create one. At some point you seem to also get the lost your details section, which I did not try as I did not want to muck up my existing ID, no I think the restricted access at the start is intentional, and only what they want you to select are visible in tab, no cursoring as there is not really any point.

Its no different in Edge, I like Edge, but its often a bit illogical to me in the way it likes you to do stuff.
I have seldom had problems logging in to their site on any of the newer browsers myself. I guess it would be nice to get a bit more hand holding by detecting a screen reader and telling you what is expected, but a bit of trial and error seems to work.
