Could anyone tell me the name of that add-on which can be used as the
stickykeys?

Not sure if this is what you want, but if you have Windows sticky keys enabled, the NVDA key will automatically be "sticky" (so you could then press the NVDA key, let it go and press F12 to hear the time).
